Instructions

- Sprinkle gelatin over cold water in a small bowl; let sit for 5 minutes to bloom.
- Gently warm the bloomed gelatin until dissolved, then add to the warm cream mixture and stir thoroughly.
- Pour into serving glasses or molds; chill for at least 4 hours until set.
- Meanwhile, in a small bowl, whisk cocoa powder, powdered sugar, hot water, and vanilla until smooth.
- Pour cocoa sauce over set panna cotta before serving and garnish as desired.
